Goat beheaded with sword in plastic swimming pool UPTOWN (food board?)

The Louisiana SPCA cays they are “aggressively investigating this heinous felony act of animal cruelty” and offering a $3,000 reward for information leading to the arrest and conviction of those involved.
The 12 second video allegedly shows a group of at least five young men standing in a circle around a plastic pool, the Louisiana SPCA states. A string is tied around the goat's neck and the animal is hanged from an above object.
The organization states that one man beheads the goat while the other men cheer in the background. A few seconds later, the man who beheaded the goat picks up the body and the video clip ends.

What if they were going to process and consume the goat? Then would it be a crime? Seems like a pretty humane way to slaughter an animal

With that said, unless SPCA can show the goat suffered greatly/was tortured, I don't see the big deal.
People kill animals for food all the time. Why does videotaping it make it a crime?

The Boer goat is a breed of goat that was developed in South Africa in the early 1900s for meat production
