The question is, where does the measurement begin? Porn stars measure from their b-hole to tip. That's how they come up with those gaudy numbers.

Anything other than top of the shaft to tip should be thrown out.
But 4 different measurements at different times throwing out the shortest and averaging the other three is how I was always told made it official.
Also performance enhancing doesn't keep you out of the Hall
