What the hell was this guy doing on a work detail 2 years into a 20 year sentence for violent crimes????

The people making the decisions are only a rung or two up on the evolutionary ladder above the humans whose incarceration they supervise. That's how these things happen. In the eighties, Texas paroled a serial killer serving a life sentence who went on two kill at least four other women.
