Ever Have to Get a Copy of a Birth Certificate for Dead Relative?

Long story short; brother in law died a while back with no relatives other than my wife and her dad. My wife(no pics) and her dad need a copy of his birth certificate. Apparently they think they can drive to Clinton Louisiana and get a birth certificate? They have all kinds of shite including his death certificate, social security card, drivers license.
I ask because apparently she couldn't get a yes or no out of the people at the Clerk of Court in Clinton on whether or not they could get it or what they needed to produce to get it done. She just told them they had to come down and figure it out. Clinton is a few hours off so that's a long way to drive with uncertain information. Google ain't much help so I turn to the only thing stronger than Google; the OT.

Birth Records may be purchased from 8:30am-3:00pm Monday thru Friday. The cost is $14.00 for birth cards and $24.00 for birth certificates. Payment shall be made in cash only.

I got one for my (live) brother recently...siblings and parents should be able to obtain them with proper ID. LINK
I don't think it matters if the person is dead or not. I helped my stepfather obtain ones from another state for his long-deceased parents, and I think he just needed ID for that too.
ETA: I brought a copy of my birth certificate with me when I went to get my brother's, in order to prove we were siblings.
