I bet they aren’t jerking around with bids and contracts either.
Probably a bunch of unit price work and cost plus activity so they don’t have to haggle about prices.

I mentioned in another thread, this is basic protocol for FAA after an unplanned happening.
They do this as more of a formality, especially since there was debris that left the intended zone. It is not a bad thing, just a verification of what steps SpaceX is doing to prevent it.
They will not launch for months, need metal plate/water deluge installed. At that time the FAA will be happy. I suspect you will see whichever booster they have ready next do many static fires on the new pad. Last static fire was only half power, I think they will do it closer to launch throttle to verify pad.
They are not prevented from work and static fires. Just release of the rocket.
