When someone buys a birthday cake for another person with their EBT card, should the recipient thank the purchaser or the taxpayer?

I got a Louisiana purchase card after the hurricane that flooded laplace a few years ago. It wasn't much. But once I spent it, it was fun to slap chicks on the arse with it at bars, like I was in the Mr Ghetto Walmart video.
