Driving with rear windows cracked and front windows up

What's the purpose of this?
I see it a lot here in Texas. Someone will have their front windows up all the way, back windows down about 2-3 inches.
Do they also have their A/C on? Wouldn't the cracked windows suck the cold air out and make the car less cool?
If they have the A/C off, why not roll down all the windows for maximum draft and cooling effectiveness?
Can someone shed some light on this for me?

I do this with my dogs in the back of the jeep. I don't want front windows down messing up my hair but know the dogs love the windows down.

really? you seriously don't get it? Driving alone in the car on a decent cool day. Crack the back passenger window 2-3 inches. Creates a pleasant draft in the car with air hitting back of your head. It's quieter and more comfortable than putting front windows down.

I usually crack a bit of the driver side front and the rear passenger side. Creates a more breezy airflow than with just the driver window cracked (depending on outside wind and other pressures). I'll also usually crack the front passenger window if it's hot outside and a want more of a draft passing through, especially when i'm at a red light.
I don't really like AC that much and typically prefer the breeze even in SELA. Personal preference, though.

I drove to work this morning with sunroof open as well as the 3 inch cracked rear passenger window. Shush. The cracked rear window makes MUCH more consistent airflow than sunroof.

That's all you need. I drive about 20 miles to work at 60+ mph most of way. .

Not even close: I put the top down. I had LOTS of airflow!
