Drivers on New Orleans interstates

When did it become the norm to drive between 45-50 mph on the interstate all over metro New Orleans with no obstacles or traffic? I've noticed this for at least two months now. The speed limit is 60.

Typically on the Pontchartrain Expressway but I have seen this shite everywhere. It's like people are doing this to troll me. I'm not asking for people to do 80. Just be around 60.

I was late to the airport a few weeks ago, there was a wreck and traffic while it was raining. I've never driven like such a fool in my life.
