Drainage Law/Reasonable Use Rule

Can I apply any of these property laws to my current situation? Bought brand new construction house about 2 years ago. Yard grading was horrible, and there were spots in the front yard that would flood after a small amount of rainfall. My neighbor's front lawn is connected to my front lawn (we are in a cul-de-sac and the layout causes our front lawns to adjoin at a weird angle). A couple of weeks ago, my neighbor, after months of complaining to the construction company about the flooding problems in her yard, had them come out and resod her yard. Now, her yard is 3 inches taller than ours, and it was a fricking pool in our yard today.
Are there any property laws that I can present to the construction company to fix this shite job by them?

Why don't you higher a sod company to make your front lawn taller than hers?
OR
Y'all could make a joint run-off ditch that runs to the street.
ETA: Article 655 of the Louisiana Civil Code: "An estate situated below is bound to receive the surface waters that flow naturally from an estate situated above unless an act of man has created the flow."

Build yours up and run a french drain at the property line.

honestly, I don't really see what the issue is if your yard temporarily floods after a good rain...as long as it eventually drains, I wouldn't get all pissy over it...

Can you dig a small swale between yards to discharge water from each off property?

Depends on local codes and also how much your local government enforces those codes. Generally, if a modification to your property increases water on another property, then it's frowned upon, but a lot of Louisiana municipalities don't give a frick about the the stormwater laws on the books, so good luck with that.
ETA:Just saw you are in Westwego. Definitely good luck with that. Jefferson Parish doesn't care about that stuff.
