Live in an apartment and my dog tore up a little bit of carpet this morning. Have had him 2 years and have never had this issue.
Best way to fix this without having to pay a sh**ton of money?

Don't worry about fixing it you have to ask

Call the cops so they can come over and shoot your dog; saving you future $$ from it doing that again.

You're going to lose your security deposit. It's no big deal because your apartment was going to find a way to keep it regardless.
I don't think i've ever heard of anyone getting all their money back from a security deposit from an apartment complex.

Push the carpet back down and move the dresser closer to the wall.

replace the pad and rent a carpet stretcher. By stretching the carpet out you should be able to hide the damage around the edges. A lot of home improvement have carpet pad remnants that you can get for cheap. just use a staple gun and tack the pad down. Use stretcher to stretch carpet and push down onto tack strips. Use utility knife to trim edges or buy a carpet trimmer from a home improvement store to make the edges straight. Take putty knife and press edge of carpet under base board.

The first step is to put the dog in that corner and beat the ever loving shite out of him. Then, lay the tore up padding back down, and glue it all back down.

Yeah he's a husky - and it's been cold as shite here this winter so he hasn't been able to go outside/exercise like in the summer and I left him locked in his room where his crate is - like every other day, but got home today and boom there it was.
Guess he finally has had enough, lol.

Go to a carpet store and see if they have any small pad scraps laying around. Replace the small section of pad and then try to tuck the carpet back onto the tackstrips if you can do it by hand...if the carpet needs to be re-stretched, try to find an amigo that installs carpet to re-stretch it cheap.

The carpet itself doesn't look too bad. Cut the plastic fibers. Put in a chunk of new pad to replace what he tore up. Stretch it well and really hammer it down to the tack strips. Unless he also tore holes in the carpet you might get away with it.
You got lucky that it happened on a corner.

I've given the full deposit back multiple times. As long at the tenants weren't assholes, it's so much easier to refund the whole thing than go through all the extra work to charge
