With that level of "logic" no parent should ever drive their kids anywhere since they could have an aneurysm and drive into a tree.
My dog loves to ride and rolls with me as long as my errands aren't going to take too much time out of the car. She really loves going to the Bulldog and chilling on the patio.

Some states and municipalities have laws like this, the public interest is usually environmentally based and generally to combat pre-warming in winter. DC has the stiffest penalties. I am pretty sure LA has none but I think NOLA has some for standing vehicles but I think it is geared to commercial, not individuals cars.
