Does the bad weather make the Quarter safer?

I realize crime is probably based on opportunity. That being said, criminals may not be too keen on getting a wet arse. Up vote if you think that it is safer due to bad weather, down vote if the weather doesn't matter when crime is concerned. If you choose to be an a-hole and downvote for fun, who am I to disrupt your happiness? What says the OT?
