Georgia funds the HOPE scholarship with lottery funds. its gotten harder over the years, but the program is not in danger.

Yes, but it funds pay raises for politicians.

I believe Louisiana gives 35% to K-12.

Yes, but the money goes into a Black Hole known as the General Fund never to be seen again.
