Does any know how to read their sewage bill from BR water?

I heard it's not from an actual use but based on a 6 month average?
Reason I asked is because I have a rental unit and it was vacant for August. But I got billed for the same amount as July's. $53 for sewage from an unflushed toilet.

I am no expert on the matter, but I believe there is a minimum monthly charge.
I also read that the sewer fees in BR were increased at some point this year.

It's based on water usage during the months that typically don't use a lot of water (e.g. fall/winter).

I don't think so. I was in the crawl space a week ago and didn't see anything.
I called BR water and I'm still confused how they did it. They said call back in 6 months do they can readjust the account. If they bill based on actual use, there'd be no need for readjustment.

It's not. Trash billed billed $20 separately.

I am, unfortunately, an expert on this subject.
There was a thread a couple of months back in which I detailed the Epic fricking I have received from BTR Water Co and the EBR Parish Sewerage folks. Basically, I was charged for the wrong home for five years and, since I had just moved back, I thought that the prices here were astronomical. I didn't have any reason to question since I paid the high rates from day one.
Anyhow, upon discovering I was being charged for the giant house with the pool and sprinkler system, I have dealt with both entities extensively.
Here's the facts:
BTR Water Co - is a PRIVATE organization that supplies the water, checks the meters, and collects all monies owed.
EBR Parish Sewer - is a GOVERNMENT Organization that is responsible for the sewerage system.
BTR Water Co charges based solely on usage as reflected on your meter (or in my case the meter assigned to your property even though it services another home). EBR Parish Sewer charges based on a percentage of your six month usage of water. They use what is apparently some super secret formula because they would not disclose it to me. Your sewer bill has nothing to do with what you use month to month. It should be close to or the same every month. I found this out because when my meter was reassigned and my water bill dropped to less than half, my sewer bill was more than my water bill being as it didn't change.
When I called them, they did agree to correct my bill based off of the last two (correct) readings but would only credit me for 18 months of usage and not the 5 years I got screwed. Amazingly, they claim they only maintain 18 months of records although I would guarantee that if I OWED THEM money they would be able to go back further.
So, to answer your question, if you didn't use water for a month you will see your water bill drop to a minimum charge but your sewer bill will just truck along at the usual rate. AND, as someone mentioned earlier, they are raising it 4.5% annually until 2025 to pay for a ton of updates they just contracted some politicians brother in law to complete.
If you didn't use water for six months, they would average that out to zero and then just charge you the minimum rate.
