Do bad ballasts cause dim lights?

Everytime I've had a ballast go out the whole lamp wouldn't work. But right now I just replaced all four bulbs in a fixture and two of the lights are bright, two are at say 40%. Could this be a bad ballast?

what size HPS you using in your grow? 600? 1000?

Yes. Change the ballast but at times it's the same cost to get a new fixture. Crazy. You should check.

You can also have corroded or half broken clips at the fixture ends if its a two pronged end on the bulb. That would make for a poor connection.

I say yes if all the bulbs are the same. Fixture may have 2 ballasts and one is bad

Are they T8(thinner) or T12 larger?
T8 usually has a ballast that will handle all lamps in one fixture(electronic), the T12 usually has a 2 ballast that handle 2 lamps each.

T12, fixture is probably 20 years old. If it has separate ballast, are they individually replaceable, usually?

Yes you can replace it but last time that came up at my camp it was better to just get a new led fixture.

Yep or you can venture into the electrical field and retro to T8.
Honestly, if you feel comfortable replacing the fixture, I would. Remember though, the new fixture might not cover the unpainted ceiling.

Go to your local electrical supply and get an led replacement fixture, those t12's are very inefficient

I know this sounds crazy, but are all the bulbs the same? If they are, did you have two extra that are older and two that are newer?

Like others have said. You could end up having to replace the whole fixture.

I've had to replace some fixtures just after 5 years.
