Cut-off time for spouse receiving text messages from co-worker?

My friend, Bill Clover recently brought to my attention a situation that involves his spouse.
Bill said that he noticed his spouse has been receiving text messages either very late at night (after 10 p.m.), very early in the morning (around 5 a.m.) or on weekends from his co-worker. For this discussion, we will call the co-worker Jill and Bill's spouse, we will call him Phil.
Bill has checked Phil's phone and the messages that he has read all seem appropriate and work related when coming from Jill.
Bill, mostly secure, is worried that Jill is interested in Phil, even though both are married and may be working to seal the deal with him while in their office environment. Jill is significantly older than Phil and Bill shared with me that Phil's one weakness is an older woman.
Bill asked me to ask the OT relationship experts ... what should be the cutoff time for text messages received from opposite sex co-workers?

There is a new girl (married) at my office who looks like Christina Hendricks in Mad Men, it's starting to get flirty between us and I have been thinking about this.
