I was going off the OP assumption that no such equipment would be available for use. If we had access to any of the military bases, it would not even be a discussion.
If it was just LA citizens with thier own weapons, again we would be fine but it would not be a simple fight.

This. Plus, look at it from a tactical standpoint: Where would ISIS land their army? Wherever they would be, they will have cross lots and lots of bridges to get to their objectives. They don't have the money/technology to build bridges wherever they go. In Louisiana, they wouldn't have the equipment to go "off-road" through the swamps and marshes like they can in Iraq and Syria through the desert. All you have to do is blow whatever bridge is in their way and you have them trapped. Then, you use gourilla divisions of hunters and trappers with high-powered scoped rifles to pick them off from a distance and harass them with police and clandestine patrol boat raids. All of that food sure will be great when they're stuck on a marshy island swarmed with mosquitos while their food rots in 4 inches of rain while they get picked off one by one.

Geography would be the death sentence for ISIS in Louisiana. I say we let them take New Orleans, then blow the levees when the water gets high in the river. Let's see how many can swim.

No shite. Stop for a second and think about all your uncles, cousins, FIL, etc who has multiple hunting rifles and are pretty damned good shots.
Now imagine if you gave them a reason to shoot something besides deer and ducks compounded with sense of patriotism and the belief they're doing something just and necessary.
15k ISIS would be eradicated quickly from 100-300 yards away. Crazed Jihadist with AKs and a few big guns gonna do jack shite.

In this scenario, we would have a day or two to consider our action. I have to think that a many people would grab their families, pack their cars, and drive out of town. Most people would find it in them to shoot an invader if that person was coming after them, but given a day to decide and you may see many people opt to leave.

This would end up being a game of Battlefield... Everyone playing sniper with nobody wanting to do the dirty work..
Eventually we would take them out with numbers, home field advantage and desire.. They'd lose the will to fight after a month and we'd mop them up in month two.

I think this crazy hypothetical assumes there is nowhere to go. LA citizens are forced to defend their state from ISIS.
Sure I imagine there would be a moment of "running" as citizens group together from a strategic standpoint.
