Usually it's automatic after it detects some type of event like the cop starting to run. Then it saves the video for whatever the preset time is, 15sec, 30sec etc prior to the event.
Same as police dash cams.

Its a damn good think the copper had a body cam otherwise the headline would be about the evil, racist cop shooting the unarmed black child.
