Construction Burbank/ Highland Road area?

On Burbank to the left before Highland Rd. Lots of construction going in this area. What's going on?

Like at the intersection? I think that is drainage. Or at the RC airplane field? That is probably some shitty neighborhood grading in the middle of a swamp.

Land being cleared near Airplane field. The other spot near the corner looks like some space crater.
