I think the "narrative" is that they got paid.
Qatar is making a point while drawing in some badly needed technical skill (and making a huge symbolic statement to talented Arabs).
The kid gets a free, high grade education.
The parents are surely getting money on the side to draw them to Qatar.
The loser could be us. It's been going on for a while. Smart Middle Eastern people will hesitate to migrate here. Historically we have thrived by drawing talent from the world. We are discouraging that part.
You can think that's a good thing or a bad thing. You can slap your head in frustration or shout "good riddance." But that is the real narrative.
