In an argument with a few guys at the office. Whose is responsible in this scenario? Person who caused accident or the municipality for the black ice on the road??

You’re responsible for driving safely in the conditions. If those conditions include the possibility of ice on the roads, it’s on you to navigate them accordingly.
Blaming the municipality is a very 2024 thing to do though. No one wants to take personal responsibility.

They'd have to have evidence that the exact stretch of road is the location of more accidents than any other stretch of that roadway. Then they'd have to prove the spot is holding water(dip in the road) and creating dangerous ice patches and so on. blah blah blah
Down here we've seen scenarios where the heat caused a buckle in the road and it caused multiple wrecks/damaged vehicles b/c they didn't put signs or barricades around the area. The city/parish was held accountable.
