Can someome help me find the race of joseph skipper

Skipper was the guy who beat and robbed rosa parks on the 1990s, I'm trying to figure out if he was an african American. Pos picd if you find them

I don't see skin color so it's hard for me to tell from that picture. He does have a mustache though so there's about a 70% chance he's black.
