Get appointed head of the La. State police. His official rank is Colonel and he doesnt do shite except play politics and go on junkets.

You could also just ask the Louisiana Governor. Apparently, Elvis' manager, "Colonel" Tom Parker, obtained his title through then La. Governor, Jimmie Davis.

I promise, it's easier to do it as an ABM in the AF...
That talked about having all these "qualities"...as an ABM, just be cool, show up when you need to, and stay out of trouble...
Then you get the sweet retirement pay, too
