Can a government entity sell off donated objects?

Without restriction, like Mitch is apparently doing with the statues?
I would think that has much broader implications than just these statues- suppose someone or some group donated an object to the city for the museum... could the city just auction it off and throw that money in the budget? I would think that would effectively kill all directed donations because that would make any donation just another commodity to be traded by the city.
What if a city gets money to build a bridge, then just auctions off all of the iron so that it has more money to build a football stadium? Or money for a new school building which it then sells to a developer as an apartment building?
I know LSU can't even give a lot of stuff away because of all the rules surrounding such. I'd be surprised to find out that an incorporated city isn't under similar restrictions.

Maybe. If you donate something to the government or any non profit for that matter you can choose to specify what it goes to. For example, were someone to have donated the statues they could say you can't sell them. Same with art or cash. They can also say you have to keep x amount has to be spent here or there.

They can also include provisions that if said donated item is not used for the donated purpose, the ownership goes back to the heirs of the donee.

This. The act of donation should include a provision that returns it to the donor/estate if no longer being used for the original purpose.
