Most people don't know they are color coded and how to rotate the meter back into place, then make it look like the tag was not broken. Especially if you borrowed the tag from a good meter down the street.

I've seen similar where the tree branch rubbing the service line wore thru the insulation. No breaker was tripped but half the house circuits were caput.
