FRESNO (AP) – The father of a man accused of killing four people in Fresno this week says his son blamed white people for putting crack cocaine on the streets and getting him hooked on drugs.

Did a white person hold a gun to his head and make him smoke crack?
With that said, in the Contra War, the US supported the rebels and the rebels were funded by drug money. They targeted areas like South Central, L.A. because of the lack of police presence so the US government was sort of tied to the crack epidemic. It wasn't as simple as "the government created the crack epidemic, but it was put in certain areas.
This is a wiki link about the CIA involvement in the war and how cocaine was used to fund rebels.
