To be fair it didn't really show what happened after the driver passed the skidding truck. For all we know he plowed into the cars on the interstate behind the car with the dashcam.

Maybe so. Just watched it again. It seems he's getting to the fence just as the driver passes him (of course the blinding mud doesn't help).

I didn't see a hole.
The big complaint of wire barriers like that is that sometimes they are prone to overturning if the vehicle is high enough.

That and its now a fixed object that can create a collision that may otherwise not occur.
