We have agreed on a price but he still owes on the car so does not have title. If I go to Hi Neighbor notary to do the transaction, how does it work and what do we need to bring? Does Hi Neighbor take my check and pay off his loan to his bank so I get the title?. And he gets whatever is left? Do I need proof of insurance on vehicle even though it is not mine yet? And I assume I pay tax, title and license to hi neighbor at the time of the transaction and they file it as needed?

Call his bank to get balance
Pay remainder of balance
Pay him the difference until you get to the agreed price

Can't imagine a 94 Geo Metro hatch would be that expensive though

Good luck man. Doesn't sound like a great idea, buying from individuals gives you no guarantee. My recommendation is to buy from dealership that inspects vehicle for recalls/reapirs and has it pass state 'required' safety inspection. I would buy from the dealership i work at before i consider individual purchase

I'm getting it checked out at mechanic, carfax looks good, I test drove it and all looks good. Just can't remember how the actual transaction goes down since he owes on it and does not have title.
