So people in California dress like slobs?

Yes, pretty much. I work in software, so that's different than Investment Banking or Finance, but yes, people don't dress up here.

I thought as long as the belt matches the shoes you are okay.

No no no. Just no

Why do you think people ask what color shoes to wear with navy

And tennis shoes are never business casual. We wear business casual and have casual Friday where we can wear jeans. I would never wear tennis shoes. Plus general fashion rule is no tennis shoes with jeans

I'm not sure about the ones you posted but I have seen some guys lately with black/dark gray jeans on Fridays. So they're not necessarily as bad as they've been made out to be. Houston is a little ahead of BR when it comes to fashion

It is clear however that you aren't fashionable with those shoes though

Business casual means that you are dressed to have coat and tie without coat and tie. Thus business. It is ridiculous how people self define casual these days. I get asked if it is okay to wear jeans Friday by someone wearing capris and sandles on Wednesday. Damn.

Jeans are not fashionable anywhere, anytime. Why the hell would the shoe choice matter? Anything other than tennis shoes or flip flops with jeans is
