Thanks for the citation. 
I guess those stats still rely on how the crimes were classified in the first place, so it's hard to know if the final numbers are truly representative. I think most people would assume that based on similar facts, a white is more likely to be charged with a hate crime than a black, but those statistics dont actually address that question.

The FBI stats are probably a compilation of the actual charges. I'd be surprised if they went through every case and individually determined which ones looked to be hate crimes.
To be honest, I don't see a lot of cases being charged with the hate crime statutes around New Orleans.

A relatively small number are prosecuted (both races).
