TSP is a very solid cleaner but most people don't have TSP laying around.

Get some break, carburetor cleaner or degreaser, spray it on the spot. This will break down the oil. Then you wash it off with a garden hose if you have enough pressure or a pressure washer.

Spray a liberal amount of brake cleaner on the spot. Break it up with a wire brush. Soak up the residue with oil absorbent pad. Repeat until clean.

I do concrete repair for a living.... It can be removed but you'll have to apply this several times. Make a poultice using plaster or Paris and xylene into a paste.

As the xylene evaporates it will pull the oil out into the pop. Apply as needed.
