Oh, I see, you believe inmates don't have belts in prison. Yes, well, that's a lie. An inmate's belt is taken if he is on "suicide watch", yes, but an average inmate, on an average day, does indeed have a belt.

I just wanted you to know that the story "straight from the horse's mouth" in the state prison system is that the fad of pants sagging originated from inmates forcing any man who had been anally raped to sag his pants, to show all his diminished manhood.
However, the story "straight from the horse's mouth" in the federal prison system is that the fad of pants sagging originated from gay inmates advertising arse sex.
So, yes, even in the prisons there is a dispute as to what started it, but as that prisons existed before rap music videos, I promise you the true origin of pants sagging is one of the two I have provided you herein.

I don't know or care about the history of this trashy fashion statement, but I don't think I've ever seen an inmate wearing a belt in La. I can't imagine anywhere that a prisoner is allowed a belt.

Federal inmates have belts, they even used to have metal buckles!

Pollock is a Fed Prison in LA.

I've gone from disgust to amusement on this one. It's just funny to see some regressive anthropomorph waddling down the street clutching his pants like a three-year old about to go potty. Plus, let's face it, sagging pants is an easy marker of the primative being, quickly signaling that the wearer is someone to avoid sharing breathing space with.
