Are people actually paying the OMV letter fines?

I'm somewhat ignorant on the subject, mostly because I haven't received one, but why are people paying it?

I paid it last year, before the letters even got sent out, because I had a flag on my license from it.

Now they want to send me a letter from collections telling me I owe almost 700$?

I told them frick you very much. It's fricking criminal.

Aren't they garnishing wages or stopping you from doing your taxes if you don't pay?

It sounds like if everyone would just stick together and not pay, they wouldn't know what to do.

I first sent them a letter explaining what had happened and how they were incorrect, with evidence to support my case.

Then after 4 weeks passed I paid the fine.

Four weeks after that they returned my check with a letter that all was ok.

I went to an expedited DMV place and got GEICO on the phone with them. They took care of it.
