There is no such thing as “Deleted” on ze Interwebs:
So you baws and babes are gonna wanna double check for those dick pics and flashing for beads shots you thought you had deleted.

One said: "I had a random photo from a concert taken on my Canon camera reappear in my phone library, and it showed up as if it was added today."

That's not the point. The point is that photos that Apple assured you were deleted permanently were not really deleted, but obviously stored on a server somewhere without your consent.
