Anyone know how to set up multiple (100+) free email accounts?

no intent on spamming. Trying to give a large number of rural folks who have no email simple email addresses. Most are pretty tech ignorant. Trying to make this as simple as possible. Each will have a different name tied to it, but I am having to verify through a phone- here is where the 10 are being limited.

Bust off a couple of dollars and set this up through an ISP. Geez.
Not to mention, why do they need individual notification? Set up a web page and they can check it when they want.

Uh.. I'm assuming they already have internet, how else will they check your water quality emails? And if they already have internet, then they already have an email tied to that internet provider. Just use that. Or am I missing something?

I don't think you need a phone number to sign up for Gmail. They ask for it, but I don't think it's required, IIRC.

Mail out letters to each residence with instructions on how to set up their own email address.

Buy a domain and create a website. Load a mail server to the site and issue email addresses that way.
