Check out Overtown, Opa-Locka or Liberty City, cheap as frick and a lot of culture.

I lived in the Grove for 9 months following Katrina, and I agree with this rec. Also, to echo what others are saying, traffic in Miami is horrific, so try to avoid driving a lot and allow yourself extra time when you do drive....
