When do rookies get assigned their jersey numbers?

Are they given out? I've always wondered why the verbiage is issued instead of rookies taking their jersey numbers?
Do they get to choose or are they given numbers? I was always curious by this. Does anyone know?
When should we expect it? Predictions for our guys?

They choose their numbers. If its already taken they usually try to make a deal the guy who has it.

I figured Williams would choose 20 since that was his number at Utah.
I could see Lattimore trying to get 21 or 23.
