Because other teams may be trying to jump ahead of them to grab the QB. Then its a bidding war, even for the Browns who are one spot away.
Last year the Texans traded a sixth to Washington to move up from 22 to 21. A higher pick and a QB up for grabs would drive the price up in this scenario.
