Team "Team Play In". Wouldn't increasing the likely hood of getting the number one pick just encourage more teams to tank?

It needs to be 5 teams with the worst record only. The rest just seed by record and tie breakers. Also if you are in the lottery for three straight years you are automatically given the 5th pick.
