How did the Nets get fined for sitting players and the Warriors weren't earlier in year

Well, Nets were fined for not listing the sitting players on the injury report. So if they had been listed with "tightness in the leg" or "fingernail soreness" they might have skated by. Didn't play by the, um, rules (silly rules, but rules).
