Could someone explain how the draft works and who gets in the lottery

The 14 teams that don't make the playoffs are entered into the lottery. They each get combinations of ping pong ball numbers, with teams with worse records getting more combinations. They then run the lottery to determine the order of the top 3 and fill out the rest in order of record (worst to best).
