He's not a useless player, but he's way too up and down to be the engine you build your team around. The question isn't can Tyreke be the starting PG on a playoff team, we've already answered that, he can. The question is can Tyreke be the starting PG on a contender, and you'd be hard pressed to say anything we've seen from him in his career suggests he can be.

We won 4 games before Evans came back, then we have won 5.
What is your point exactly? Just because Evans is better then what we had before doesn't mean he is the guy you build Davis around if you want to contend.
