I think it was 80s based on the incredibly wide range of music that came about and/or gained significant popularity in that frame.

Across the board, spanning all genres, 70s hands down.

I seem to recall reading something that there's actually some scientific evidence that backs this up. Has to do with hearing. I want to say that a guy with some credibility wrote a book about this.
As great as so much of the music from the 70s is -- go to Wikipedia and look up what albums were released in 1971, it's staggering -- I would probably pick the late 80s-early 90s. But a lot of that is colored by my memories
