You are correct, he did write it, but the first band to record it was Mott The Hoople. I think it was on their first album.

Actually it was their fifth -- but it was the first to make any impact in the US

FWIW Bowie originally offered the band "Suffragette City", but they turned it down

It hit #1 in the UK and top 40 in the US, so from a career standpoint they made the right decision
