An argument can be made for. An argument can be made against. Personally I thing YES.
1969-1975 cannot be topped. "Elton John" "Tumbleweed Connection" "Madman Across the Water" "Honky Château" "Goodbye Yellow Brick Road" "Captain Fantastic and the Brown Dirt Cowboy".
Muchos Gracias.

The others you listed were great, "Captain Fantastic and the Brown Dirt Cowboy" was the start of the decline IMO.
I was a huge fan, but GOAT? Nah.

He is damned good and one of my favorite solo artists, but not the GOAT.

Goodbye Yellow Brick Road is absolutely on my "desert island record" list. But yea, not the GOAT. You can put him in the conversation, but he's not walking away with the prize.

He isn't even better than his equally homoerotic counterpart, Billy Joel

Sure it can. Two other artists come to mind:
1968-1975: We're Only in It for the Money, Hot Rats, Weasels Ripped My Flesh, Apostrophe ('), Over-Nite Sensation
1969-1975: Space Oddity, The Man Who Sold the World, Hunky Dory, Rise and Fall of Ziggy Stardust, Aladdin Sane, Diamond Dogs, Young Americans

This.
David Bowie is the answer.

I love some of Billy Joel's work, but when you look at their whole catalog of work, I think, he isn't in John's league.
Though, you have to consider that most of Elton John's greatest work wasn't done in a vacuum. He would be nowhere near the caliber of artist he is if he didn't have Bernie Taupin's shoulders to stand on. Elton and Bernie are kind of like Lennon and McCartney. Good to above average on their own, but something about their chemistry when they work together elevates them each to a level of greatness. Each is a case of the whole being greater than the sum of it's parts, in my opinion.

I would say he's more of a prancing pony than a goat.

No, Elton isn't very much without Bernie Taupin.

Also Country Comfort is his best song.
So by default Country Comfort is the GOAT.

If you leave out Stevie Wonder maybe.
