Radiohead is by far the greatest act of the '00s. Nothing even comes remotely close.
The '10s are pretty open. Beck certainly isn't the greatest though, his two best albums were #Mid90s. Love Beck though, one of the best solo artists of the last 30 years.

I don’t think there is a definitive, objective way to say one artist is the greatest of the past two decades. Based on critical acclaim and popularity, the most common choice would probably be Radiohead, which is a fine choice.
My personal pick though would be Animal Collective, especially if I could include their side solo projects.

He's up there. He's been consistently good and has tried several different styles of music. Incredibly talented.

I got bored with him quickly at Jazzfest this year. Not big on his white boy rap moments.

He is one of the best of the last 20 or 30 years. I havent cared for much of his stuff starting with Sea Change though.

I like it. This site tends to get overrun with:
"Is X the GOAT Y of all time*?"
Where X = someone or something specific.
Where Y = genre.
* - can be year, decade, any time unit.
The answer is NO. Every single time.
Or is it?
