I'd put Rush at the top just for the amount of sound they were able to crank out using only three guys.

I consider THE WHO a 3-piece since Daltrey doesn't do anything but sing.
What they were able to accomplish with just one guitar, bass and drums was pretty impressive.

I think his point is that they only had 3 instrumentalists (i.e., 3 pieces) + a vocalist.
