It was pretty freaking bad in retrospect, even though Bronson Pinchot and Mark Lin-Baker are funny guys.
There was a great interview with Bronson Pinchot on the AV Club a while back -- apparently, he makes a living narrating audiobooks. He's the audiobook king. He talked about how he was kind of a dick because he was young and didn't want people to think he was really like Balki.

Terrible then, terrible now. The lead guy has to be the most uninspiring sitcom leads of alltime. And Balky's schtick just was never even marginally entertaining. It certainly was much much much worse than Who's the Boss, Growing Pains and Moonlighting, which I believe it was in the lineup with at the beginning. Those other shows are all-time greats. PS is embarrassingly bad.

I rank it just above how uncomfortable/nauseating it must be to be tied to a chair and forced to watch one's own parents having sex.

This. I was always astonished at how popular it was. The adjacent shows were so clearly better.

I think he did a cameo on Who's the Boss once (maybe the episode where Tony and Angela have to play AGAINST each other in softball) where he randomly showed up on the last row of the little piddly bleachers, yet still sort of behind a tall guy so he couldn't see:

"If they ever turn this park around, I'll be in the FRONT row". I still use that line.

They did. And I'm still astonished at their stupidity. Even the actual production values of the show sort of creeped me out. I do kind of like the theme song though.
