Yep

And his hair was magic. An evil painter kidnapped him and used his hair to make paint brushes that made paintings come to life

I definitely remember The Phantom Tollbooth. I loved that movie, but it was weird.

Good call on little monsters. Watched it recently with a gf because it just poped into my head that my me and my brothers loved it. I remember that one and 3 ninjas for some reason.
