He destroyed the previous President's administration 1 by 1.
Squashed freedom of the press from the girl's colleague.
He also killed her as the VP, how he did that without any secret service around (even if you include the one he has under his thumb) that is quite a feat.

Walt would poison Frank with a ricin cigarette, but after Frank finds the taste of the cigarette funny he would then have Doug find out what was in the cigarette. Using video surveillance he would see it was Walt. Frank then tells Claire to go kill Walt. Claire would shoot Skyler (Claire >>>Skyler) at the car wash then head to Walts house and take him out. But Frank is already there, a 2 on 1 fight breaks out with Claire clawing one of Walts eyes out but in doing so she is pushed out a window falling on a piece of glass killing her instantly. Frank then charges Walt smashing his face with his class ring, they roll on the floor for a few seconds until Frank sees Doug above Walt with a gun. Doug then kills Walt. Frank then knowing he will eventually die ask Doug to shoot him. Doug then covers it all up.

I'll make an analogy. You are saying that Pablo Escobar was more powerful than Ronald Reagan. And that analogy is giving an extra bit of credit to Walt because he was never nearly as powerful as Pablo Escobar.
By persuing money. That's all he ever really had an abundance of. It was his measuring stick of success and respect.
